Health and Safety Policy

 Introduction
This is a statement of Organisation and Arrangements for the William Barcroft Junior School. This does not replace the Councils safety policy or the Learning and Child Care Directorates safety policy but is in addition to it for the benefit of teaching and non-teaching staff and pupils, parents, visitors, contractors and all those on school sites. Copies of these documents along with other Codes of Practice and information on health and safety matters will be found in the schools safety manuals.
This statement deals with those aspects delegated by the School Governing Body over which the Head has control and covers safety associated with the building structure, plant, fixed equipment and services for which other officers of the authority also have responsibility and has been produced in full consultation with the Council; it describes how the Headteacher is discharging responsibilities in respect of pupils, visitors and other employees who are present on school premises in the internal organisation, management and discipline of the school in accordance with the Articles of Government.
The LEA, as the employer, is responsible for health and safety matters. To meet their health and safety obligations, the LEA must provide a policy statement and guidance on good practice to help LEA-maintained schools draw up their own health and safety arrangements. Adoption of this policy is a requirement of the LEA and schools cannot amend or remove items from the policy. They may make additions to set out local arrangements
NORTH EAST LINCOLNSHIRE COUNCIL AND LEARNING AND CHILD CARE DIRECTORATE HEALTH AND SAFETY POLICIES
Attention is drawn to the corporate policy of North East Lincolnshire Council with respect to the Safety, Health and Welfare of its employees. The Learning and Child Care Directorate has a policy to cover the management of health and safety in the various parts of the department - Non-schools, Child Care, Youth Service - and this policy follows the same general format in order to ensure consistency and ease of reference.
SCHOOL HEALTH AND SAFETY POLICY
The promotion of the health, safety and welfare of staff and pupils is considered to be a mutual objective for the LEA, Governors, Headteacher and staff. It is therefore the schools policy so far as reasonably practicable to take the necessary steps to ensure the Safety, Health and Welfare of its staff and pupils and also the public and visitors. The aim of the policy is to ensure that all reasonably practicable steps are taken to secure the Safety, Health and Welfare of its staff and pupils and also of the public and visitors.
  • to establish and maintain a safe and healthy environment throughout the school;
  • to establish and maintain safety working procedures among staff and pupils;
  • to make arrangements for ensuring safety and absence of risks to health in connection with the use, handling, storage and transport of articles and substances;
  • to ensure the provision of sufficient information, instruction and supervision to enable all people working on site and pupils to avoid hazards and contribute positively to their own safety and health at work, and to ensure that they have access to health and safety training;
  • to maintain a safe and healthy place of work and safe access and egress from it;
  • to formulate effective procedures for use in case of fire and other emergencies and for evacuating the school premises;
  • to protect employees from actual or potential risk of violence;
  • to lay down procedures to be followed in case of accident;
  • to provide and maintain adequate welfare facilities;
  • to make special arrangements to ensure the health and safety of any disabled person using the school site.;
The Governors and the Headteacher are committed to make these arrangements work. They will ensure that the school is as safe as it can be and that everyone knows their roles and responsibilities in achieving a safe and healthy working environment.
The Headteacher has the overall responsibility for the application of the school health and safety policy. However, staff are responsible for implementing and maintaining compliance with the policy in the areas for which they are responsible.
It is the responsibility of all staff to be vigilant at all times on health and safety matters and to be aware of and utilise the procedures for reporting concerns through the management structure.
